Reclamation District No. 2074 is charged by law with the responsibility of maintaining levees and other reclamation works which border the District on the North, West, and South, for purposes of flood control. To aid the District in the carrying out of its flood control responsibilities, these Standards have been established and are enforced by the District to ensure the structural integrity of the levees, to provide access for repair of the levees, and to provide capability for inspection of the levees. Also, these Standards are to be used by applicants for a District encroachment permit as a guide to determine what encroachments will not be permitted; and what encroachments, by way of limited construction of structures and the planting of certain specified vegetation, will be permitted specially by issuance of a permit, by the District, on and in the vicinity of levees within the jurisdiction of Reclamation District No. 2074.
